This issue occurs during the restoration of a call accounting configuration backup file. Once this issue occurs no changes are made to the database and the upgrade was not successful.

The desired configuration is not restored.
Once this issue occurs it is typically a result of invalid configuration elements in the backup file. First, if possible, obtain an additional copy of a backup from a customers system and attempt to restore this backup again. If still unsuccessful, then obtain the necessary configuration log files by creating a support package, and contact prairieFyre Customer Support.
